What steps should you take if you want to register a .eu domain?

First : are you eligible?
Whoever wants to apply for a .eu domain name, should meet one of the following elegibility criteria :
undertakings having their registered office, central administration or principal place of business within the European Community;
organisations established within the European Community without prejudice to the application of national law;
natural persons resident within the European Community.
Second : can you invoke a prior right or not?
If you can invoke a prior right to a domain name... Sunrise procedure!
If you can invoke a prior right to a domain name, you can apply during the Sunrise period under Sunrise rules. During the Sunrise period, domain names will be made available only to the holders of prior rights, who will be asked to back up their claim with documentary evidence.

If you won't invoke a prior right... Land Rush procedure.
If you won't invoke a prior right, you have to wait until after Sunrise to apply for your domain name.
